金融体制改革的新进展及新发展阶段的推进思路

The new progress and the ideas of the new development stage of the reform of the financial system

党的十八届三中全会以来,金融体制改革加快推进,金融调控和监管体制、金融市场建设、利率汇率市场化改革、金融双向开放等领域取得突破性进展。进入新发展阶段以来,我国发展的基础、环境、任务、主题和难度都出现了不同于以往的新变化,这对“十四五”以及更长时期内我国金融体制改革提出了新要求。围绕服务全面建设社会主义现代化国家新征程的历史任务,金融体制改革在近中期要突出促进科技自主自强、构建新发展格局、促进共同富裕、全面提升经济金融安全水平和推动绿色发展的现实需要,注重顶层设计和统筹规划、坚持目标和问题导向,有效处理金融改革中的深层次矛盾。围绕服务实体经济和防范金融风险两条主线,着力推动资本市场高质量发展、深化银行业供给侧结构性改革并提升保险业保障能力。

Since the Third Plenary Session of the 18th CPC Central Committee,the reform of the financial system has been accelerated.Breakthroughs have been made in financial regulation and supervision system,financial market development,market-oriented reform of interest rates and exchange rates,and two-way opening-up in the financial sector.Since entering a new stage of development,new changes have taken place in the basis,environment,tasks,themes and difficulties of China’s development,which are different from those in the past.This has put forward new requirements for the reform of China’s financial system during the 14th Five-Year Plan period and in a longer period.Around service all-round construction of socialism modernization historical mission of national new journey,financial system reform in recent days should be highlighted to promote science and technology independent self-improvement,build the new development pattern,promoting common prosperity,comprehensively enhance the level of economic and financial security and promote the development of green reality needs,pay attention to the top-level design and overall planning,adhere to the goal and orientation,We will effectively handle deep-seated problems in financial reform.With a focus on serving the real economy and guarding against financial risks,we will strive to promote high-quality development of the capital market,deepen supply-side structural reform of the banking industry,and improve the ability of the insurance industry to provide better protection.
