The Accumulation Pattern,Distribution Criterion and Selective Logic of Social Security Rights and Interests since the Founding of New China

新中国成立以来,中国社会保障经历了从国家和集体权益保障逻辑到社会保障权益累积逻辑的演进,而社会保障的分配准则始终以公平与效率的动态组合为基准,两者的效能边界与选择性逻辑相匹配。从社会系统动力学的视角来看,不同时期国家的经济社会及政治目标的异质性会产生差异性的动力系统均衡点。从公平与效率动态组合的选择性逻辑来看,社会保障权益的积累模式、分配准则会存在动态不一致性。在现代化转型背景下,政治经济发展和社会保障二维治理应具有合理边界,社会成员的行动理念应从对公平的价值关注转向对社会保障制度与美好生活需要的参与。

Since the founding of the People’s Republic of China,China’s social security has evolved from the pattern dominated by the state and the collective to the accumulation of social rights and interests.The distribution criterion of social security is always based on the dynamic combination of equality and efficiency,and the efficacy boundary between the two is consistent with selective logic.From the perspective of social system dynamics,there will be differences in the equilibrium points of the dynamic system due to the heterogeneity of a country’s economic,social and political goals in different periods.Under the selective logic of the dynamic combination of equality and efficiency,there will be dynamic inconsistencies in the accumulation mode and distribution criteria of social security rights and interests.Therefore,there should be a reasonable boundary of the two-dimensional governance of political and economic system and social life in the background of modernization transformation.Taking the income redistribution system as the starting point,we can gradually shift our attention from equality and efficiency of the state and society to the social security system and people’s participation in the needs for a better life.
