小农户深度融入乡村振兴的实现机制研究——基于效用均等化分析视角

Study on the realization mechanism of the small farmers integrating deeply into rural revitalization:Based on the utility equalization analysis

小农户是乡村治理和发展的基础,是乡村振兴的行为主体和利益主体。乡村人口的大量外流加剧了乡村振兴主体的缺位。从产业兴旺、生态宜居、乡风文明、治理有效及生活富裕角度展开系统性分析,尝试阐释小农户与乡村振兴的内在逻辑。效用均等化为解决小农户外流问题提供了一个较好的分析视角,不同类型小农户融入乡村振兴的机理不同,为保证留守小农户与流动小农户获得同等效用,可从创造就业空间、拓展增收空间、营造公共服务空间三个维度探索有利于小农户振兴乡村的路径安排,推动乡村振兴战略目标早日实现。

Small farmers,as the basis of rural governance and development,are the main action subjects and interest subjects of rural revitalization.The mass outflow of rural population has put rural revitalization in the dilemma of having no one to revitalize,which has exacerbated the shortage of rural revitalization subjects.The rural industrial prosperity,ecological livability,rural civilization,governance effectiveness and living affluence have been analyzed systematically to interpret the internal logic of small farmers and rural revitalization.Utility equalization has provided a good analytic perspective to solve the problem of outflow of small farmers.Different type of small farmers may have different mechanism to integrate into rural revitalization.In order to guarantee equal utility for left-behind small farmers and mobile small farmers,three dimensions-to enlarge employment space,to expand income growth space,and to create public service space-could be explored,which are beneficial for the path arrangement of small farmer’s rural revitalization,so as to promote the early realization of rural revitalization strategy.
