信息技术赋能的社区风险精准治理研究

Research on Precise Governance of Community RiskEnabled by Information Technology

更高水平的平安中国要求社区应具备更高的风险治理精准化水平。本文通过风险治理环境和突发事件2个维度,并结合信息技术应用背景,分析社区风险精准治理的需求。以需求为导向,揭示技术与制度协同这一核心问题,提出基于数字孪生的技术集成以及社区风险精准治理一体化2点发展战略。在此基础上,从社区数字模型、数据资源和功能应用3个方面,构建利用信息技术赋能实现社区风险治理精准化的技术体系范式。推进社区风险治理精准化,为我国社区治理现代化发展提供支撑。

A higher level of safe China requires the community to have a higher level of risk management precision.In this paper,the demand of precise community risk governance is analyzed from the two dimensions of risk governance environment and emergency event and combing with the background of information technology application.Based on the demand-oriented,the core problem of coordination between technology and system is revealed.Two development strategies are put forward based on digital twin and precise community risk governance integration.On this basis,from the three aspects of community digital model,data resource and functional application,the technology system paradigm that uses information technology to achieve the precision of community risk governance is constructed.So,the precision of community risk governance can be promoted and the development of modernization of community governance in China can get powerful support.
