黄河流域生态保护与经济协调发展的现实之困及应对之策

The Realistic Dilemma of Ecological Protection and Economic Coordinated Development in the Yellow River Basin and the Coping Strategies

推进黄河流域生态保护与经济协调发展,对于维护我国生态安全、推动经济社会可持续发展、促进社会和谐意义重大。目前,黄河流域生态环境承载力减弱,缺少统筹规划,地区差异明显;第二产业比重偏高,绿色化程度偏低,生态法律制度有待完善;区域间产业同质性强,分工协作关系偏低,互补性较差,这些现实困境制约着黄河流域生态保护与经济的协调发展。为此,应加强黄河流域生态治理,做好经济发展的顶层设计;构建现代生态产业体系,完善生态法律法规;加强跨区域生态管控互助合作,推进绿色发展。

Promoting the ecological protection and coordinated economic development of the Yellow River basin is of great and far-reaching significance for maintaining China’s ecological security,promoting sustainable economic and social development and promoting social harmony.At present,the ecological environment carrying capacity of the Yellow River basin is weakened,the lack of overall planning,the regional differences are obvious,the proportion of secondary industry is high,the level of greening is low,the accountability system needs to be perfected,the inter-regional industry homogeneity,low division of labor and cooperation,poor complementarity,these practical dilemmas restrict the ecological protection and economic coordinated development of the Yellow River basin.Therefore,we should strengthen the ecological management of the Yellow River basin,do a good job in the top-level design of economic development,build a modern ecological industry system,improve ecological regulations,strengthen cross-regional ecological control and cooperation,and promote green development.
