基于Shapley值的特色小镇PPP项目收益分配研究——以吉安市遂川县红圩特色小镇项目为例 被引量:5

摘要 特色小镇PPP项目因参与方众多、合作形式复杂造成各方利益分配纠葛,直接阻碍项目开发.因此结合特色小镇的特点,依据现有研究成果以投资比例、风险分担及满意度等作为收益分配影响因素,运用AHP-GEM法分别计算了影响因素及风险分担指标权重,结合TOPSIS法对计算出的收益分配影响系数进行修正,构建了基于改进的区间Shapley值法特色小镇PPP项目收益分配模型,并通过一个典型案例验证模型的分配效果.结果表明,此模型能有效解决特色小镇PPP项目收益分配问题,政府的部分收益区间值[0.4092,0.5115]转移到社会资本方,充分调动双方合作积极性,有效促进项目开发,验证了基于改进的区间Shapley值法特色小镇PPP项目收益分配模型的有效性. The PPP project of characteristic town has many participants and complicated cooperation forms,which leads to disputes of benefit distribution among all parties,which directly hinders the development of the project.Therefore,the paper takes the investment proportion,risk sharing and satisfaction as the influencing factors of income distribution based on the characteristics of Characteristic Towns and the existing research results.The paper utilize the AHP-GEM(Expert Group Decision Method) to calculate respectively the weight of influencing factors and risk-sharing indicators,and combine the TOPSIS method to revise the calculated impact coefficient of profit distribution.Based on this,the study construct profit distribution model which an improved interval Shapley value method,calculate and analyze the model through an typical example.The result demonstrate that the model can effectively solve the income distribution problem of PPP projects in characteristic towns.The government transfer Part of income interval values [0.4092,0.5115] to the social capital,which fully mobilizes the cooperation enthusiasm of both sides and effectively promotes the project development.It verifies the effectiveness of the income distribution model of PPP projects in Characteristic Towns Based on the improved interval Shapley value method.
