基于全产业链视角的粮食安全法治保障研究进展

Research Progress on Legal Guarantee of Food Security from the Perspective of Whole Industry Chain

粮食安全不仅需要市场治理、政策治理手段,更依赖于具有稳定性、强制性特征的法律治理加以保障,但是,目前中国粮食安全的法治现状还远不能适应国内粮食安全的现实需要和长远要求。文章基于全产业链的研究视角,从国内外学者对于粮食安全的内涵转变与维度解析出发,回顾了近年来保障粮食安全的法律规范及其治理的现状、存在的问题、解决对策等方面的研究,并在此基础上,提出了未来完善粮食安全法治路径的研究方向。

Food security needs not only market governance and policy governance,but also on the legal governance with stability and mandatory characteristics to guarantee it.However,the current situation of the rule of law of food security in China is far from meeting the practical and long-term requirements of domestic food security.Based on the whole industry chain research perspective,this paper reviews the research on the legal norms and governance,existing problems and solutions of food security in recent years from the perspective of the connotation transformation and dimension analysis of food security from domestic and foreign scholars.On this basis,the research direction of improving the rule of law path of food security in the future is proposed.
