Discussion on the Supervision and Law Enforcement of Firefighting Products in the New Era

消防产品作为公共安全类产品,其质量的优劣直接影响着火灾扑救效率和效果,直接关系着经济和社会的发展以及人民生命财产安全。消防部队改革转隶后,消防产品监督管理工作在工作模式及人员配备等方面存在一些问题,在一定程度上制约了消防产品监督管理工作的开展。根据相关法律法规及工作实际,提出建立健全消防、市场及住建部门的联合响应机制,贯彻落实“双随机、一公开”的监管模式,针对执法人员开展常态化业务培训,加快修订完善相关法律解释及规定标准,加大宣传普法力度,确保科学、高效地开展消防产品监督管理工作。

Firefighting products,as public safety products,directly affect the efficiency and effect of firefighting and rescue,and directly affect the safety of people’s lives and property,economic and social development.After the reform of the fire brigade,there are still some problems and difficulties in the supervision and management of firefighting products in terms of working mode and staffing,which restricts the implementation of fire protection product supervision and management to a certain extent.In accordance with relevant laws,regulations and the actual work,it is proposed to establish and improve the joint response mechanism of the fire,market,housing and construction departments,implement the supervision model of“double random and one public”,carry out normal business training for law enforcement personnel,accelerate the revision and improvement of relevant legal interpretations and standards,strengthen the publicity and popularization of laws,so as to carry out fire supervision and management of firefighting products scientifically and efficiently.
