海外中国公民防范与应对绑架劫持犯罪问题探析

海外绑架劫持犯罪严重威胁着海外中国公民的人身财产安全,具有作案动机多样、侵害对象多元、犯罪主体复杂、国际影响恶劣等特点。防范与应对绑架劫持犯罪,要事前做好功课,积极参加海外安全教育培训,提升安全防范意识和技能;加强风险评估与预警,构建防范绑架劫持犯罪的安全体系;规范自身言行举止,消除可能引发绑架劫持犯罪的诱因。也要事中积极应对,及时预警,快速发出求救信息;保持镇定,掌握绑匪的心理特点;注意观察,做好自救逃生准备;谨言慎行,避免遭受不必要的伤害。还应做好事后恢复重建,进行心理治疗,减小心理伤害;完善善后事宜,减小负面影响,等等。

Abduction and hostage-taking abroad seriously threaten the personal and property safety of Chinese citizens abroad.It has the characteristics of varied crime motives,multiple crime objects,complex crime subject,bad international influence and so on.To prevent and deal with it,citizens should take such measures in advance as doing our homework,participating actively in overseas safety education and training,enhancing safety awareness and skills;strengthening risk assessment and early warning,building a security system to prevent abduction and hostage-taking.During such an incident,citizens should regulate their own conducts,avoid the possible causes of such crimes,take active response,send out warning timely and distress messages rapidly,keep calm and master the psychological characteristics of the kidnappers,observe carefully and prepare for self-rescue and escape,be cautious about words and deeds to avoid unnecessary harm.After the incident,efforts should be made to receive post-reconstruction and psychological treatment to reduce psychological harm,and deal with the aftermath to reduce negative effects,and so on.
