摘要
高等教育公共治理的兴起,使得进入普及化阶段的高等教育,在政府和高校自身外,第三方力量的影响日益彰显。普及化阶段的美国高等教育面临系列问题。对此,作为美国高等教育改革和发展中重要的第三方力量,鲁米娜基金会于2009年提出了系统改革建议方案“2025目标”。通过对该方案目标在质与量层面的诠释,以及具体策略的描述,发现基金会这类第三方力量,在高等教育改革和发展中可以发挥科学研究、战略规划、政策咨询、技术与资金支持、协作社会组织等系列作用,我国未来应着力支持此类组织,以适应进入普及化发展阶段我国高等教育公共治理之需。
The rise of higher education public governance has highlighting the influence of the third-party forces besides government and universities in the stage of universal higher education.American higher education has entered the universal stage and faced a series of problems.As the high impact third-party force in A-merican higher education Lumina Foundation has put forward the system reform proposal"Goal 2025"in2009.Through the interpretation of quality and quantity meaning of the target and specific strategies of"Goal2025"it can be found that the third-party organizations such as foundations can play a part in science research strategic planning policy advice technical and financial support social organizations collaboration and etc.It should vigorously cultivate such organizations in the future to adapt to the needs of the public governance of higher education in China.
