北京市社区养老服务驿站存在的问题及对策

On the Problems and Countermeasures of Old-Age Community Services Station in Beijing City

社区养老服务驿站是北京市为夯实居家养老服务基础、完善养老服务体系、促进养老服务业发展、更好地满足社区老年人多样化养老需求而提出的创新性工程。应该从两方面破解社区养老服务驿站在建设、运营及发展过程中遇到的问题:一是政府强化顶层设计,打通政策服务“最后一公里”;二是运营主体通过借力与“造血”并举,完善“三边四级”养老服务体系。

The old-age community services station is the innovative project of Beijing city to lay a solid foundation for home-based elderly care services,perfect system of elderly care service,and promote elderly care service development,so as to better satisfy the diversified elderly care service needs of old people in the community.This article argues that two aspects of the problems should be solved in the process of construction,operation and development of the community elderly services station.One is that the top-level design should be strengthened by the government to get through the“last kilometer”of policy service.The other is that the subject of operation should be good at with the help of a power and self-development simultaneously to consummate the elderly care service of“Three deliveries and Four Hierarchies”.
