疏解非首都功能背景下高校外迁问题研究

Research on University Relocation Under the Background of Non-capital Function Relieving

在京津冀协同发展的大背景下,从北京市域和京津冀地区两个层面有序疏解非首都功能。北京拥有各类高等院校数量居全国各大城市之首,而且重点集聚在城六区。为此,中央和北京市正在大力推进在京高校的外迁工作,将其列为疏解非首都功能的重点工作之一。首都是全国的教育中心,因此应厘清高校迁移所带来的一系列问题和影响,做好顶层设计,探讨在京津冀协同发展、完善首都功能的大背景下,如何做好首都院校搬迁工作。

Under the background of Beijing-Tianjin-Hebei coordinated development, it is necessary to orderly relieve the non-capital functions from the two levels of Beijing municipality and Beijing Tianjin Hebei region. Beijing has the largest number of colleges and universities of all kinds in China which are mainly located on the six urban districts of the city. To this end, the central government and Beijing Municipality are vigorously promoting the relocation of universities in Beijing, making it one of the key tasks to relieve non-capital functions. We should be clear about a series of problems and impacts brought about by the relocation of colleges and universities, do a good job in top-level design, pay attention to the ideological trends of teachers and students of the relocated colleges and universities. Through the case and experience summary of Beijing City University, this paper discusses how to do a good job in the relocation of capital colleges and universities under the background of Beijing-Tianjin-Hebei coordinated development and the improvement of the functions of the capital.
