摘要
当前我国正加快构建以国内大循环为主体、国内国际双循环相互促进的新发展格局,以城市群都市圈为主导的新型城市化是促进“双循环”的重要动力。近年来长江中游城市群建设虽在省级合作机制的建立、省会城市合作模式的走深走实上取得积极成效,但在合作的深度、广度、潜力上仍有所欠缺。长三角区域合作经过30余年的实践探索,模式创新上形成了以需求为导向、多层次区域合作、多方社会主体和力量共同参与格局;制度上形成了以主要领导座谈会为决策层,以长三角地区合作与发展联席会议为协调层,以联席会议办公室等为执行层的“三级运作”机制;合作模式创新则通过产业平台的开放合作、异地共建,把传统“飞地”合作模式拓展到人才、科技、制度等多个层面形成优势。借鉴长三角经验,长江中游城市群发展,一是要建立务实高效的城市经济协调会议制度,要以长江中游城市群省会城市协调会为基础,扩容增加入会城市,并针对区域合作中的难点、痛点形成完善的解决机制;二是要发挥中小层级城市群在圈层结构中的支撑作用,加快都市圈、城市群同城化发展;三是要创新“飞地”模式赋能三省协同发展,突破行政区划限制,实现资源互补;四是完善各类共享平台的互任互用机制与服务功能,提升平台服务与应用水平,促进城市群各类资源的高效利用与流通;五是打造长江中游毗邻地区一体化发展示范区,探索长江中游城市群的新时代发展路径。
At present,my country is accelerating the construction of a new development pattern with domestic and international double cycles as the main body and mutual promotion of domestic and international double cycles.The new type of urbanization led by urban agglomerations is an important driving force for promoting"double cycles".In recent years,although the construction of the middle reaches of the Changjiang River urban agglomeration has achieved positive results in the establishment of the provincial-level cooperation mechanism and the deepening and implementation of the cooperation model of provincial capital cities,the depth,breadth and potential of cooperation are still lacking.After more than 30 years of practical exploration in the Changjiang River Delta,regional cooperation in the Changjiang River Delta has formed a demand-oriented,multi-level regional cooperation,and multi-party social entities and forces participating in the pattern of model innovation.The system has formed the main leadership forum as the decision-making level and the long-term The Joint Conference on Cooperation and Development in the Triangle Area is the coordination layer,and the joint conference office is the"three-level operation"mechanism at the executive level;the innovation of the cooperation model is to integrate the traditional"enclave"cooperation model through the open cooperation of the industrial platform and joint construction in different places.Expand to multiple levels such as talents,technology,and systems to form advantages.Drawing on the experience of the Changjiang River Delta,the development of the middle reaches of the Changjiang River urban agglomeration requires the establishment of a pragmatic and efficient urban economic coordination meeting system.It is necessary to expand the capacity and increase the number of participating cities on the basis of the provincial capital city coordination meeting of the middle reaches of the Changjiang River,and address the difficulties in regional cooperation.The pain point forms a perfect solution mechanism;the second is to give play to the supporting role of small and medium-level urban agglomerations in the circle structure,and accelerate the development of metropolitan circles and urban agglomerations;the third is to innovate the"enclave"model to empower the coordinated development of the three provinces and make breakthroughs Administrative divisions are restricted to achieve resource complementarity;the fourth is to improve the interoperability mechanism and service functions of various shared platforms,improve the level of platform services and applications,and promote the efficient use and circulation of various resources in urban agglomerations;the fifth is to build the middle reaches of the Changjiang River adjacent to Regional integrated development demonstration zone,exploring the new era development path of the city group in the middle reaches of the Changjiang River.
