运用PPP机制推动万达开川渝统筹发展示范区公共基础设施建设研究

Research on the Application of PPP Mechanism to Promote the Construction of Public Infrastructure in Wan-Da-Kai Planning Demonstration Area for Sichuan and Chongqing

我国政府和社会资本合作(PPP)机制的实行与改革开放相伴而生。特别是在金融危机持续、贸易保护主义抬头、贸易争端加剧、投资亟待优化、内需亟待提振的时代背景下,PPP在我国有其特有的经济社会功能,对于缺少基础设施和公共服务建设资金的西部而言,现实意义更加凸显。基于历史发展滞后、制度供给不足等原因,当前万达开川渝统筹发展示范区面临城乡交通、卫生健康、土地整治、水利基本建设、生态环境修复等公共基础设施建设压力,以及地方保障性住房、公共租赁住房等民生工程建设不足的问题。如何进一步运用PPP机制,加快引资引"制",推动万达开川渝统筹发展示范区建设,应作为当地政府的工作重点之一,并纳入政府"十四五"经济社会发展规划。

The implementation of PPP mechanism in China is accompanied by reform and opening up.Especially in the context of the financial crisis,the rise of international protectionism,the intensification of trade disputes,the urgent need to optimize investment,and the urgent need to boost domestic demand,PPP has its unique economic and social functions in China,and its practical significance is more prominent for the western region which lacks infrastructure and public service construction funds.Due to the lag of historical development and insufficient system supply,Wan-Da-Kai Planning Demonstration Area for Sichuan and Chongqing is facing the pressure of urban and rural transportation,health,land consolidation,water conservancy infrastructure construction,ecological environment restoration and other public infrastructure construction,as well as the shortage of local affordable housing,public rental housing and other livelihood projects.How to make full use of PPP mechanism,speed up the introduction of capital and"system",and promote the construction of Wan-Da-Kai Planning Demonstration Area for Sichuan and Chongqing should be one of the priorities of the local government,and included in the government’s"14 th five-year"economic and social development plan.
