摘要
目前上海市政设施养护实行三年一轮次的招投标,导致日常养护更注重短期效益,无法从中长期的角度入手,以实现成本效益的最大化。现结合上海某高速公路历时13年的中长期养护案例,分析基于"全寿命管理"理念的中长期养护规划对改善市政设施养护管理水平的积极影响,继而从精细化理念、预防性养护、信息化以及决策专业化角度,为市政设施养护管理提出建议。
At present,the three-year round of bidding for the maintenance of municipal facilities in shanghai has caused daily maintenance to pay more attention to short-term benefits,and lack of medium and long term perspectives to maximize cost-effectiveness.Combining a case study of the 13-year long term maintenance of a Shanghai expressway,this paper analyzed the positive impact of the long-term maintenance plan based on the concept of life cycle management on improving the maintenance and management of municipal facilities.Finally,suggestions were made for the maintenance and management of municipal facilities from the delicate concepts,preventive maintenance,informatization and decision-making professionalism.
