基于科技奖励理论的高校科研奖励政策同质化与科研异化探究

Homogenization of University Scientific Research Reward Policy Based on Science and Technology Reward Research on Alienation with Scientific Research

高校科研奖励政策的"指标—量化—奖励"模式存在奖励形式的一致性、奖励内容和依据的统一性等同质化问题,已严重脱离我国高校高质量发展和科技成果的内涵属性,它异化科研求真创新的本质和科研创新目标,并在奖励内容、奖励次数存在严重重复奖。为此,应首先建立起以形式服从内容、手段服务目的以质量为导向的内涵评价体系,并切实解决科研评价中定量指标偏离质量属性的问题;其次,按照科技部、教育部新规要求,尽快取消科研论文奖励,并逐步取消相关重复奖。

The"indicator-quantification-reward"model of the university scientific research reward policy has problems of consistency in reward forms,and the uniformity of reward content and basis.It has been seriously separated from the connotative attributes of the high-quality development and technological achievements of Chinese universities.It alienates the essence of truth-seeking and innovation in scientific research and the goal of scientific research and innovation.And there are serious duplicate awards in the reward content and the number of rewards.To this end,we should first establish a quality oriented connotation evaluation system with form following content,means serving purposeand quality-oriented,and effectively solving the problem of quantitative indicators deviating from quality attributes in scientific research evaluation.Secondly,in accordance with the new regulations of Ministry of Science and Technology and the Ministry of Education,the award of scientific research papers should be cancelled as soon as possible,and therelevant duplicate awards should be gradually cancelled.
