油气长输管道临时用地分析

Analysis of Temporary Land Use for Long Distance Oil and Gas Pipeline

随着中国经济的快速发展,对基础能源的需求也不断增大,因此近几年来油气长输管道的建设速度与规模也逐年增加。目前站外长输管道建设用地为临时借地建设,而临时借地建设方式主要在限制地面土地使用以及用地补偿方面存在一定困难,文章就此情况做一定分析阐述,并依据相关法律法规提出了一定建议性解决思路,为解决此类问题提供参考。

With the rapid development of China's economy,the demand for basic energy is also increasing.In recent years,the construction speed and scale of long-distance oil and gas pipeline are increasing year by year.At present,the construction land for long-distance oil and gas pipeline outside the station is temporary land borrowing construction,and there are some difficulties in restricting the use of surface land and land compensation.This paper makes some analysis on this situation,and based on the relevant data in order to provide some reference for solving this kind of problems,the paper puts forward some suggestive solutions to relevant laws and regulations.
