Study on the Reasons for Over-research Investment Estimation in Preliminary Design Estimates

随着市场经济的快速发展,政府投资项目的数量及规模日益增大,建设项目投资超标的现象也不断增加。政府投资项目超出前期估算费用,不仅会增加额外的政府花销,还会降低政府的投资效益,影响政府的自身形象,造成很大的损失。在审批投资的过程中,需要对项目设计方案及项目投资进行评估,通过评估分析,规避问题、尽可能优化控制。文章从项目建设的实施过程出发,客观地分析了导致政府投资天然气项目超标的多种原因,并提出了相应的对策。

With the rapid development of the market economy,the number of government-invested projects is increasing day by day,and the phenomenon of over-investment in construction projects is also increasing.The advanced estimation cost of government-invested projects will not only increase additional government expenditure,also can cause the very big loss,reduces the government’s investment benefit,affects the government’s own image.In the process of investment examination and approval,it is necessary to evaluate the design scheme and project investment.Based on the implementation process of the project,this paper objectively analyzes the causes of overstandard of the government-invested natural gas project,and puts forward the corresponding countermeasures.
