社会区域突发环境事件风险评估案例分析

Analysis of risk assessment of environmental emergencies in social region

自生态环境部2018年《行政区域突发环境事件风险评估推荐方法》(以下简称《推荐方法》)发布以来,我国各地陆续开展了区域环境风险评估工作,区域环境风险管控水平有了切实提高^([1])。在《推荐方法》的基础上,以某区域为例,建立基于环境风险源强度(S)、环境风险受体脆弱性(V)、环境风险应急管理能力(M)的评价体系,采用环境风险指数计算法对该区域突发环境事件风险进行量化表征,分析指出该区域现有风险防控与应急措施方面存在的不足,并提出针对性的区域环境风险管理的建议。

Since the Ministry of Ecology and Environment issued the"Recommended Methods for Risk Assessment of Environmental Emergencies in Administrative Regions"(hereinafter referred to as"Recommended Methods")in 2018,regional environmental risk assessments have been carried out in various parts of China,and the level of regional environmental risk management and control has been effectively improved^([1]).Based on the"Recommended Method",this paper takes a certain area as an example to establish an evaluation system based on the intensity of environmental risk sources(S),vulnerability of environmental risk receptors(V),and environmental risk emergency management capabilities(M).It uses the calculation method of environmental risk index to quantify the risk of environmental emergencies in this region,and analyzes and points out the existing risk prevention and control and emergency measures in this region The existing deficiencies,and put forward targeted regional environmental risk management recommendations.
