工业园环境管理制度的有效性内涵及功能定位

工业园区作为我国社会经济发展中的重要载体,在带来巨大集聚经济动力的同时,也带来了较严重的环境污染,对区域的绿色发展带来了较大挑战。通过对近年来我国工业园区环境污染的表现和成因进行梳理分析,可以发现实现工业园区的绿色发展,需要紧紧抓住环境管理“制度建设”这个源头。但提高制度构建和实施的有效性,有必要厘清制度有效性的内涵和层次,进而准确定位园区管理制度的应用功能,提高制度制定过程的科学性、全面性和可操作性,对园区在决策环节更加有效的协调环保与发展的关系。

As an important role in China′s social and economic development,industrial parks not only bring great economic power,but also bring serious environmental pollution,which brings great challenges to regional green development.By combing and analyzing the manifestations and causes of environmental pollution in industrial parks in China in recent years,we can find that the green development of industrial parks,we need to firmly grasp the source of environmental management"system construction".However,according to improve the effectiveness of system construction and implementation,it is necessary to clarify the connotation and level of system effectiveness,so as to accurately locate the application function of the park management system,improve the scientificity,comprehensiveness and operability of the system formulation process,and more effectively coordinate the relationship between environmental protection and development in the decision-making process of the park.
