内蒙古低碳试点工作现状与对策建议

Present situation and countermeasures of low-carbon pilot project in Inner Mongolia

为应对全球气候变化,中国做出了一系列碳减排承诺并出台系列低碳政策措施,其中低碳试点政策是非常重要的一项针对性政策,其政策有效性事关中国低碳减排承诺能否顺利实现。开展低碳试点,积极探索低碳发展模式及制度创新,不仅有利于贯彻落实低碳发展理念,不断夯实低碳发展基础,也助于引领绿色发展,推动生态文明制度改革。内蒙古作为我国北方重要的生态安全屏障,其产业结构重型化、能源结构高碳化特征突出。本文总结了内蒙古低碳试点工作的进展与成效,系统梳理我区低碳城市与低碳工业园区特色与亮点,深入分析面临的问题与挑战,并给出五个方面的具体政策建议。

In order to meet global climate change,China has made a series of carbon emission reduction commitments and issued a series of low-carbon policies and measures.Among them,the low-carbon pilot policy is a very important targeted policy,and its policy effectiveness is related to the smooth realization of China′s low-carbon emission reduction commitment.To carry out low-carbon pilot projects and actively explore low-carbon development mode and system innovation is not only conducive to the implementation of the concept of low-carbon development,constantly consolidate the foundation of low-carbon development,but also help to lead green development and promote the reform of ecological civilization system.As an important ecological security barrier in northern China,Inner Mongolia is characterized by heavy industrial structure and high carbon energy structure.This paper summarizes the progress and effectiveness of low-carbon pilot work in Inner Mongolia,systematically sorts out the characteristics and highlights of low-carbon cities and low-carbon industrial parks in Inner Mongolia,analyzes the problems and challenges faced,and gives five specific policy recommendations.
