深化排污许可制度改革的意义

排污许可制度在我国推行已有30余年,经过多年探索,现逐步发展成为一项核心的环境管理制度。深化排污许可制度改革,有助于促进环境管理制度体系之间顺畅衔接。通过企业“自证清白”提高排污单位依证排污的守法意识,利于形成具有完整系统、可追溯的全过程环境管理制度。为持续完善排污许可制度改革,执法人员还应严格按证执法、依证管理,引导公众参与,形成企业自觉守法、监管者透明执法、公众积极监督的环境管理氛围。
