太湖流域用水定额管理实践与思考

Practices and consideration of water quota management in the Taihu Basin

用水定额管理具有重要意义,以太湖流域用水定额管理工作实践为例,探讨了太湖流域各省市用水定额制订(修订)、执行应用、监督管理的经验做法,分析了存在的问题,从顶层设计、流域监管、地方责任等方面提出了建议,以期为强化太湖流域用水定额管理工作提供借鉴。

Water quota management has important significance.Taking the practices of water quota management in the Taihu Basin as an example,the experience and practices of water quota formulating and revising,implementing and applying,supervising and managing in various provinces and cities were discussed.The existing problems were analyzed.It is suggested to provide references for strengthening water quota management in the Taihu Basin by the top design,river regulation and local responsibility.
