摘要
党的十八大以来,以习近平同志为核心的党中央高度重视教师队伍建设,并在“十四五”开局之年对欠发达地区教师培养培训工作予以极高的关注,凸显了教师能力素质在建设社会主义现代化国家新征程中的重要作用,以及加强中小学教师培养培训工作的重要意义。新中国成立以来特别是改革开放以来,教育改革发展取得了历史性成就,对此教师发挥了基础性作用,作出了历史性贡献。但是,面对党和国家事业发展对人才的更大需求、更高要求,教师能力素质还不能完全适应。优质教师资源总体不足、配置不均衡问题仍突出存在。当前的教师队伍还不能为教育高质量发展提供坚强有力的支撑。新时代的教师队伍建设,需将思想政治建设、师德师风建设、业务能力建设等统筹发展、协同推进,其中思想政治建设居于首要位置。高质量的教师队伍建设要靠现代化的治理手段,更重要的是围绕精准培训,健全教师培养培训一体的教师发展体系。
Since the 18th National Congress of the Communist Party of China,the Central Committee of the CPC with Comrade Xi Jinping as the core has attached great importance to the construction of the teaching staff,and has paid high attention to the training of teachers in underdeveloped areas in the opening year of the“14th Five-Year Plan”,which highlights the important role of teachers’ability and quality in the new journey of building a modern socialist country,and the importance of strengthening the training of primary and secondary school teachers.Since the founding of the People’s Republic of China,especially since the reform and opening up,historical achievements have been made in educational reform and development which teachers have played a fundamental role in and made a historical contribution to.However,in the face of the greater demand and higher requiremdents for the development of the cause of the Party and the country for talents,the ability and quality of teachers can not be fully adapted.Quality teacher resources are generally insufficient and the problem of unbalanced allocation is still prominent.The current teachers are still unable to provide strong support for the high quality development of education.The construction of the teaching staff in the new era requires the overall development and coordination of ideological and political construction,teacher ethics construction,and professional ability construction,among which ideological and political construction takes the first place.The construction of the high-quality teaching staff depends on modern means of governance,and more importantly,it should focus on the precise training to perfect the teacher development system that integrates teacher cultivating and teacher training.
