中国省域水利信息化发展综合评价--基于市场嵌入理论的分析 被引量:1

A Comprehensive Evaluation of Provincial Water Conservancy Information Development in China:An Analysis Based on Market Embeddedness Theory

摘要 科学评价我国省域水利信息化的科技发展水平,是推进生态文明与绿色城市建设、促进水利信息化建设及城乡水务市场化良性运行的重要方式。文章基于新信息技术服务中市场嵌入理论,构建了我国水利信息化发展综合评价指标体系,利用熵值-核主成分的聚类分析模型,对我国30个省(自治区、直辖市)的水利信息化发展水平进行实证研究。结果表明:我国省域间水利信息化发展水平存在较大差异,由东部逐渐向西北部地区递减,且与不同地区的水利市场嵌入机制密切相关,其中信息市场的共享程度、资本市场的投资力度以及技术市场的推广应用成为水利信息化可持续发展的重要因素,市场经济越发达的地区,其水利信息化发展综合实力越强。 Scientific evaluation of the scientific and technological development level of water conservancy informatization in China is an important method to make the construction of the ecological civilization and the green city propelled,and the construction of the water conservancy informatization,the sound operation of water affairs’market promoted.The study constructs a comprehensive evaluation index system of water scientific development in China from the perspective of market embeddedness in the new information technology,then with the method of the entropy-nuclear principal component analysis and the cluster analysis to take an empirical study on the scientific development level of water conservancy informatization in 30 provinces(autonomous regions and municipalities)of China.The result shows that there is quite a big difference among the provinces in China in their scientific development level of water conservancy informatization,which decreases from the east to the northwest regions,and is closely related to their embedded mechanism of water market in different regions.The sharing degree of information market,the investment intensity of the capital market and the popularization and application of the technology market become the important factors in the course of the scientific development of water conservancy informatization.Actually,the more developed areas have a more powerful comprehensive strength in the scientific development of water conservancy informatization.
