医疗保险基金支出的地区差异分析——基于Dagum基尼系数方法的分析

Regional Disparity of Medical Insurance Fund Expenditure——Based on Dagum Gini Method

医疗保险基金是老百姓的"看病钱""救命钱",因此医疗保险金的安全及使用关系到每个人的生活。目前,医疗保险实行的是市级统筹,不同地区间医疗保险基金支出状况、累计结余差别较大。本文以我国31个省、市、自治区(不含港澳台地区)2010-2019年数据为样本,以医疗保险基金支出相关比率为衡量指标,应用Dagum基尼系数方法对我国医疗保险基金支出的地区差异进行测算。分析结果显示,我国医疗保险基金支出强度总体是逐步增加的,医疗保险基金支出强度总体差异是呈下降趋势的,地区间差距对总体差距的贡献是最大的,地区内差异和超变密度的贡献略低一些。根据分析结果提出了几点具有针对性意见。

Medical Insurance Fund is the people’s"see a doctor money","life-saving money",so the security and use of medical insurance funds related to each people’s lives.At present,the medical insurance is carried out by the city as a whole,the medical insurance fund expenditure and accumulated balance are quite different among different regions.Using data from 31 provinces,cities and autonomous regions from 2010 to 2019 as samples,and taking the ratio of medical insurance fund expenditure as an index,this paper calculates the regional difference of Medical Insurance Fund expenditure in China by using the method of Dagum Gini.The results show that the overall expenditure intensity of China’s medical insurance funds is gradually increasing,the overall difference of the expenditure intensity of the medical insurance funds is decreasing,and the contribution of the regional gap to the overall gap is the largest,the contribution of intra-regional difference and super-variable density is slightly lower.According to the analysis results,some pertinent opinions are put forward.
