中国共产党百年社会保障管理体制探索、演进与创新

The Exploration,Evolution and Innovation of the Social Security Management System of the Chinese Communist Party of China in the Past Hundred Years

建党百年来,伴随着社会经济条件与社会保障制度的变化,中国社会保障管理体制经历了初创(1921—1936年)、探索(1937—1948年)、实践(1949—1977年)、创新(1978—2011年)与改革(2012年至今)五个阶段,由根植于政权的行政组织发展为中国特色的社会保障管理体制,实现了分散管理向归口管理、管理向管理与服务并重的职能转变,管理效率得到了极大提高,充分彰显了中国共产党以民为本与时俱进的先进性。进一步建立权责明晰的社会保障管理体制,建立统一的社会保险经办服务体系、建立统一的社会保障信息服务平台,是下一阶段高质量发展新要求下的重点任务。

In the past 100 years since the founding of the Communist Party of China,with the changes in the social and economic conditions and the social security system,China’s social security management system has undergone five stages:initiation(1921—1936),exploration(1937—1948),practice(1949—1977),innovation(1978—2011)and reform(2012—).It has developed from an administrative organization rooted in the regime to a social security management system with Chinese characteristics,and realized the functional transformation of decentralized management to centralized management,and management to equal emphasis on management and service.The efficiency of management has been greatly improved,which fully demonstrates the advanced nature of the Chinese Communist Party to be people-oriented and advance with the times.Further establishing a social security management system with clear rights and responsibilities,establishing a unified social insurance handling service system,and establishing a unified social security information service platform are key tasks under the new requirements of high-quality development in the next stage.
