北京市水资源安全保障体系构建与建议

The construction and proposal for security system of water resource in Beijing

围绕城市水资源安全管控,从合理调控水资源-经济社会-生态环境复合系统角度,以及发挥水资源的供给保障、支撑调节及承载转化等功能方面,总结北京市构建了融合多源供给、兼容并蓄和精细调配的水资源安全保障体系。对照构建北京市4个中心战略定位新要求,为加强城市安全风险管控,提高城市韧性,从强化水的约束引领作用、增强资源保障的弹性适应性及提升水资源智慧化调配水平等方面给出了进一步提升水资源安全保障能力的对策建议,为未来城市规划和发展动力提供资源支撑。

Focusing on the safety management and control of urban water resources,from the perspective of the rational regulation of the water resources-economic society-ecological environment complex system,as well as the functions of water supply guarantee,support adjustment,and carrying transformation,this paper summarizes the water resources security guarantee system that integrates multi-source supply,inclusiveness,and fine deployment.In order to strengthen the management and control of urban safety risks and improve urban resilience,this paper contrasts the new requirements of constructing Beijing’s“four central”strategic positioning and provides countermeasures and suggestions to further improve the ability of water resources security protection from aspects such as strengthening the restraint and leading role of water,enhancing the elastic adaptability of resource protection,and improving the level of intelligent water resource allocation,as well as provide water resources support for the future Urban planning and development power.
