中国传统医学国际议程设置的实践与展望

Practice and Outlook of China's International Agenda-Setting for Traditional Medicine

积极主导和参与传统医学国际议程设置有利于巩固和促进中医药在全球健康治理体系中的重要地位。在国际议程设置的理论分析框架基础上,论证中国设置传统医学国际议程的可行性,分析中国设置传统医学国际议程的制约因素。基于上述讨论,认为中国传统医学国际议程设置的路径选择应当积极建设和拓展传统医学国际多边机制,掌握议程设置的“切入点”和“进入渠道”,把握议题的切入时机,重视议题的敏感性和针对性,对议题进行清晰的界定和精心的设计,遵循“兼顾国家利益和共同利益”的原则,并对议题内容进行广泛的利益动员进而形成议题联盟。

Active involvement in international agenda-setting is an effective way to consolidate and promote the position of Traditional Chinese Medicine in global health governance system.Based on theoretical framework of international agenda setting,this article demonstrates the feasibility of China*s setting up international agenda for traditional medicine and assesses the constraints on China’s agenda-setting efforts.The article reaches the following conclusion:China should seek deeper integration into the multilateral mechanisms on traditional medicine,broaden access points and access routes.Taking both Chinese and common interests into account,China should pay attention to timing,sensitivity and pertinence of issues,define issues accurately,mobilize extensive interest to build up a wide issue coalition network.
