我国沿海地区海洋经济高质量发展综合评价

Comprehensive Evaluation of High-Quality Development of Marine Economy in Coastal Areas of China

从海洋科技、海洋经济、海洋生态、海洋社会、海洋开放五大系统出发,构建海洋经济高质量发展评价指标体系,运用主成分分析法和聚类分析法,对2016年沿海地区的海洋经济高质量发展水平进行全面评估,分析沿海地区海洋经济高质量发展特征。结果表明:沿海地区海洋经济高质量发展能力不均衡,各方面协调发展存在一定差距;沿海地区海洋经济高质量发展水平空间差异显著,广东、江苏、上海、山东处于领先地位,河北、广西相对落后;海洋开放创新对海洋经济高质量发展具有显著影响。根据研究结论,提出海洋经济高质量发展对策建议。

By constructing the evaluation index system of high-quality development of marine economy,using principal component analysis method and cluster analysis method,this paper comprehensively evaluates the high-quality development of marine economy in coastal areas in 2016,and analyzes the characteristics.The results reveal the following problems:the unbalanced capacity of the high-quality development of coastal marine economy,the gap between the coordinated development of all aspects;the significant spatial differences in the high-quality development level of marine economy in coastal areas,with Guangdong,Jiangsu,Shanghai and Shandong taking the lead,while Hebei and Guangxi lagging behind;the significant impact of innovation on the high-quality development of the marine economy.Based on the research findings,this paper puts forward suggestions for high-quality development of the marine economy.
