论宋代的保密与泄密

On Confidentiality and Information Leakage in Song Dynasty

有宋一代,由于社会矛盾和民族斗争的复杂化等而造成泄密现象时有发生。为了防范泄密,宋廷采取多种举措以加强保密制度建设,并建立了相应的奖惩制度。宋廷的保密制度和举措涵盖政治、经济、军事、文化等多个方面,并对维系政权运转发挥了重要作用。宋代加强保密、防范泄密的相关制度、举措建设与以往历史时期相比有了较大改进和提高,对当今保密制度建设也有着一定的历史借鉴和启迪意义。

In the Song Dynasty,the social contradictions and the complexity of national struggles caused the phenomenon of leakage of secrets.In order to prevent the disclosure of secrets,the Song government took various measures to strengthen the construction of the confidentiality system,and set up the corresponding reward and punishment system.The secrecy system and measures of the Song Dynasty covered political,economic,military,cultural and other aspects,and played an important role in maintaining the operation of the regime.Compared with the previous historical periods,the system and measures of strengthening secrecy and preventing leaks in the Song Dynasty have been greatly improved and enhanced,which also has certain historical reference and enlightenment significance for the construction of the present secrecy system.
