论乡镇电子垃圾处置的问题与对策——基于C省A市23个乡镇电子垃圾处置情况的调查研究

On the Problems and Countermeasures of E-waste Disposal in Villages and Towns——Investigation on the Disposal of E-waste in 23 Towns of a City in C Province

随着电子产品消费日增,产品生命周期日减,电子废弃物的产量逐渐增加,且增速明显。电子废弃物的处理,已经成为我国面临的一项全新挑战。本文结合全球的发展趋势和地区的现实情况,调查研究C省A市23个乡镇电子垃圾处置情况的突出问题。基于乡镇电子垃圾处理的现状,笔者就如何抓住机遇,应对挑战,创造加速回收乡镇电子垃圾的有利环境,提出了推动生产者责任延伸机制,突出乡镇政府主体责任和建立科学合理的电子垃圾回收体系等三方面的相应建议。

With the increasing consumption of electronic products and the decreasing life cycle of products,the output of electronic waste is gradually increasing,and the growth rate is obvious.The disposal of electronic waste has become a new challenge in China.Combined with the global development trend and the actual situation of the region,this paper investigated and studied the prominent problems of e-waste disposal in 23 towns and villages in A City,C Province.Based on the current situation of township e-waste disposal,the author puts forward three corresponding suggestions on how to seize the opportunity and respond to the challenge to create a favorable environment for accelerating the recycling of township e-waste,including promoting the extension mechanism of producer responsibility,highlighting the main responsibility of township government and establishing a scientific and reasonable e-waste recycling system.
