江西省新型城镇化建设中地方财政支出效率评价

Efficiency of Jiangxi Local Government Fiscal Expenditure in Support of China's New-Type Urbanization Plan

采用江西省所辖11地市2014年至2018年共5年的财政支出面板数据,运用数据包络模型,对江西省新型城镇化建设中地方财政支出的综合效率和全要素生产率等指数进行测算、分解和评价。结果显示:1.江西省11地市的地方财政支出效率差异较大;2.相较规模效率,江西省纯技术效率整体较低;3.受技术进步下滑影响,5年间江西省地方财政支出全要素生产率处于下滑状态。基于以上测算结果,建议:1.江西省各地尤其是DEA无效地区应该逐步建立以效率为基础的财政支出管理机制;2.江西省各地市应加速自身的技术进步,促进产业结构升级,提高城镇地区的吸引力和留人率,从而实现新型城镇化的农村人口转移、生存和公共服务等目标。

Selects panel data of five years from 2014 to 2018 of eleven prefecture-level administrative regions in Jiangxi province and uses Data Envelopment Analysis(DEA)to measure the relative fiscal expenditure efficiency of local government,including technical efficiency,pure technical efficiency,scale efficiency and Malmquist index.The results show that:1)there are significant differences in the efficiency of fiscal expenditure between various regions in Jiangxi province,2)compared with the scale efficiency,the pure technical efficiency of eleven regions is relatively lower,3)the total factor productivity of local fiscal expenditure in Jiangxi Province was in a state of decline in 5 years due to the decline of technological progress.Based on the results,it is suggested that:1)Jiangxi province,especially inefficient regions should gradually establish an efficiency-based financial expenditure management mechanism,and 2)all regions in Jiangxi Province should accelerate their technological progress,promote the upgrading of industrial structure,improve the attractiveness of urban areas and retention rate,so as to achieve the goal of new urbanization of rural population transfer,survival and public services.
