中医药健康项目管理在乡镇基本公共卫生服务中的应用价值

The Application Value of Chinese Medicine Health Project Management in Basic Public Health Services in Towns and Villages

目的探讨中医药健康项目管理在乡镇基本公共卫生服务中的应用价值。方法随机抽取2017年1月—2019年12月中五县二区14家基层医疗卫生机构中医院健康管理档案进行研究(未经过培训实施中医药健康项目管理,抽取140份档案,设为2017年组),抽取2019年基层卫生机构中医药健康管理五县二区140份档案进行研究(经过两年全市中医药健康项目管理培训,设为2019年组)。对两组的调查情况进行对比。结果2019年组的中医药健康管理项目专项调研问题比例明显少于2017年组,其中有差异的项目为中医药健康管理花名册档案混乱、中医药健康管理率与督导现场核查差距大、档案中电话空号、错号,差异有统计学意义(P<0.05)。截至督导当天2017年组中老年人中医药健康管理率暂仅1县区达到45%、0~36个月儿童中医药健康管理率只有2个县区达到45%。2019年组中老年人中医药健康管理率2个县区达到45%,8个医疗卫生服务机构的0~36个月儿童中医药健康管理服务率超过45%。结论开展中医药健康项目管理,能够提升乡镇卫生院基本公共卫生服务质量,助力于老年人、幼儿健康水平的提高;且在中药健康管理服务实施的过程中,注重培养专职人才,并加大宣传力度,以便于居民更好的健康生活。

Objective To explore the application value of TCM health project management in basic public health services in towns and villages.Methods From January 2017 to December 2019,14 primary medical and health institutions in the second district of the five counties and two districts of the health management files of Chinese medicine hospitals were randomly selected for research(without training to implement Chinese medicine health project management,140 files were selected and set as 2017 group),selected 140 files from five counties and two districts of TCM health management in primary health institutions in 2019 for research(after two years of citywide TCM health project management training,set it as the 2019 group).Compared the investigations of the two groups.Results The proportion of special research questions in the TCM health management project in the 2019 group was significantly less than that in the 2017 group.The difference items were the confusion of the TCM health management roster file,the large gap between the TCM health management rate and the supervision on-site verification,and both empty and wrong phone numbers in the file,the difference was statistically significant(P<0.05).As of the day of supervision in 2017,the TCM health management rate of middle-aged and elderly people in the group temporarily reached 45%,and the TCM health management rate of children between 0-36 months reached 45%in only two counties.In 2019,the TCM health management rate of middle-aged and elderly people reached 45%in two counties and districts,and the TCM health management service rate for children 0-36 months in 8 health care institutions exceeded 45%.Conclusion Carrying out TCM health project management can improve the quality of basic public health services in township hospitals and help improve the health of the elderly and young children.In the process of implementing TCM health management services,we should focus on training full-time talents and increase publicity in order to facilitate a better healthy life of residents.
