健康中国战略背景下广西分级诊疗实施的困境及对策研究

分级诊疗的有效实施有利于医疗卫生资源的优化配置,推动健康中国战略目标的实现。为了推动分级诊疗的落实,广西政府制定了相应的政策并采取多项措施,但广西分级诊疗在实施过程中仍面临着许多困境,其中基层医疗机构服务能力不强、群众对于基层首诊意识不高、各级医疗机构之间没有明确的分工协作机制等问题较为突出,限制了分级诊疗的有效实施。该文将在“健康中国”战略背景下,对广西医疗卫生资源总量和医疗卫生服务量现状、群众就医心理倾向和分级诊疗实施过程中面临的困境进行分析,提出参考对策。

The effective implementation of hierarchical diagnosis and treatment is conducive to the optimal allocation of medical and health resources,and promotes the realization of the strategic goal of healthy China.In order to promote the implementation of graded diagnosis and treatment,the Guangxi government has formulated corresponding policies and adopted a number of measures.However,the implementation of graded diagnosis and treatment in Guangxi still faces many difficulties.Problems such as the lack of a clear division of labor and coordination mechanism between high-level medical institutions and all levels of medical institutions are more prominent,which limits the effective implementation of hierarchical diagnosis and treatment.In the context of the"Healthy China"strategy,this article will analyze the total amount of medical and health resources and the current status of medical and health services in Guangxi,the psychological tendency of the masses to seek medical care,and the difficulties faced in the implementation of hierarchical diagnosis and treatment,and propose reference countermeasures.
