中国出版“走出去”的现状、问题和对策研究

Research on the Current Situation,Problems and Countermeasures of China’s Publishing Business“Outgoing”

2003年我国首次把中国出版“走出去”上升到国家层面,在相关政策和重点工程的推动下,中国出版“走出去”的步伐加快,其内容生产、翻译出版、发行推广和资本运营等布局已初步形成。2003—2018年中国版权引进与输出的相关数据显示,版权引进与输出比例结构、版权输出区域结构、出版内容和出版语种等都得到了极大改善,但制约其发展的版权贸易逆差明显、语种的限制、国际化出版人才的缺乏和国际知名出版企业的数量过少等问题仍很突出。出版要“走出去”,实现更大作为,必须重视人才培养,重视内容经营,要稳步推进“三步走”发展规划,使中国出版更具有国际竞争力和影响力。

In 2003,China’s publishing“outgoing”strategy was upgraded to the national strategic level for the first time.The country has accelerated the publishing“outgoing”with various policies and key projects,and the basic modes of content production,translation and publication,distribution and promotion,and capital operation have taken shape.By analyzing the relevant data of China’s copyright export over the past 16 years,the paper points out that the proportion structure of copyright import and export,regional structure of copyright export,published contents and published languages have been greatly improved,but there are still some problems,such as obvious deficit of copyright trade,language restrictions,lack of international publishing talents,lack of well-known international publishing enterprises and so on.To make greater achievements in China’s publishing“outgoing”,talent should be adequately developed,and the function of talent“importation”and“exportation”should be given play to,and the“three-step”development strategy should be steadily implemented,so as to strengthen the competitiveness and influence of China’s publishing“outgoing”.
