破解大型城市核心区域电网建设难题研究与实践 被引量:3

摘要 供电企业面临的电网建设环境日益复杂,特别是大型城市核心区域人口密集,城市基础设施密布,土地和廊道资源稀缺,邻避效应突出。探讨了破解大型城市核心区域电网建设难题的方法,提出构建政企协同常态管理机制,坚持依法合规和以人民为中心推动电网建设理念,归纳了电磁环境科普宣传“441”工作法,并对变电站电磁环境进行了定量监测分析。以220 kV谢家湾变电站为例进行了说明,为供电企业破解核心城区电网建设受阻和邻避效应问题提供了思路和方法。 The power grid construction environment faced by power supply companies is becoming increasingly complex,especially in the core areas of large cities with dense populations,dense urban infrastructure,scarce land and corridor resources,and prominent neighbouring effects.The methods to solve the problems of power grid construction in the core area of large cities are discussed and building the normal management mechanism of government enterprise cooperation is proposed.Insist on the concept of compliance with laws and regulations and the people-centered promotion of power grid construction,the"441"working method for the popularization of electromagnetic environment science are summarized,and quantitative monitoring and analysis of the electromagnetic environment of substations are conducted.Taking the 220 kV Xiejiawan substation as an example,it provides ideas and methods for power supply companies to solve the problems of the power grid construction obstruction and the neighbouring effect in the core urban area.
