工程质量监督工作在工程建设运营体系中扮演核心管控作用,对城市经济社会高质量发展至关重要。论文对工程质量监督管理创新路径做出系统性思考和研究:首先,结合当前质量监督管理实践经验,总结当前工程质量监督的行业困境,包括质量监督体系不足、各方责任主体不规范、法律法规不完善等问题;然后,基于此提出工程质量监督管理创新路径,主要体现在强化工程质量监管力量、转变监督管理模式、加强执法力度、完善法律法规体系等方面。

Engineering quality supervision plays a critical role in the project construction and operation system,and it is important to the high-quality development of urban economy and society.The paper makes a systematic thinking and research on the innovative development path of engineering quality supervision management:first of all,combined with the current quality supervision and management practice experience,summarized the current engineering quality supervision industry dilemma,including the quality supervision system is insufficient,the parties’responsible body is not standard,laws and regulations are not perfect,etc.;then,based on this,the innovation path of project quality supervision and management is put forward,which is mainly embodied in strengthening the power of project quality supervision,changing the mode of supervision and management,strengthening law enforcement,improving the legal system and so on.
