上海工业用地整体转型式更新路径与机制——光明乳业集团厂区更新案例研究

摘要 上海中心城区土地资源紧缺,存量工业用地更新成为各界关注焦点,也成为未来一定时期内城市再开发和建设的重要资源。本文选取上海光明乳业集团厂区更新案例,从功能、权力和空间3个方面分析其重组路径,揭示了整体转型式的工业用地更新的路径与机制。在强政府力介入下,上海工业用地更新呈现出不同于纯市场导向下以牟利为主要目标的转型思路,深入审视其特征机制对未来更好地制定更新决策的重要意义。随着社会多元化发展,笔者也呼吁融入更多自下而上的参与,引导更为合理的规划决策和规划编制。 Shanghai’s central city area is in short supply of land resources,and the renewal of stock industrial land has not only become the focus of both academia and professional field,but also become the crucial resources of urban construction and redevelopment.This paper selects the case of Shanghai Bright Dairy&Food Co.,reviews the renewal process of its factory area and analyzes its restructuring path from function,power and space.It also reveals the path and mechanism of the holistic transition of industrial land.With the intervention of strong government power,Shanghai’s industrial land renewal uncovers an idea of transition that is different from the profit-making catering,pure market-oriented one.In-depth examination of its characteristic mechanism is of great significance for better decision-making in the future.With an increasingly diversified development of the society,it is also called for more bottom-up participation to induce more reasonable planning decision-making and planning preparation.
