摘要
水资源安全综合评价是水资源管理和规划的重要内容。本文提出了新疆水资源安全综合评价指标体系,采用层次分析法确定了各指标的权重,构建了新疆水资源安全综合评价模型,对新疆各地、州、市的水资源安全进行综合评价,结果表明:(1)新疆水资源安全地域差异较为突出,北疆水资源安全形势较南疆更好,其中乌鲁木齐市水资源安全指数超过0.6,属非常安全等级;(2)南疆地区水资源安全形势不容乐观,其中和田地区和喀什地区水资源安全形势最为严峻,水资源安全指数不到0.4,落后于新疆平均水平;(3)水资源量是影响新疆水资源安全最重要的因素,工程性缺水和干旱问题亦非常突出。
