Improving the quality of higher education for the disabled is an important content of the connotation development of colleges and universities.Under the background of“Double First-Class”,more attention should be paid to the quality of higher education for the disabled.Analyses of current problems in the development of higher education for the disabled find that they mainly are“insufficient number and low quality of personnel training”,“lack of teacher standards and unreasonable professional settings”,“insufficient number and deficient attention of research results”,“inadequate functions of education providers and educational consumers”,“weak cultural construction and the single form of international exchange and cooperation”.These problems also affect the“Double First-Class”construction in colleges and universities. Therefore,on the basis of expanding the vision of inclusive education, colleges and universities should actively improve the functions of personnel training, scientific research, social services, cultural inheritance and innovation, and international exchanges and cooperation,so as to promote the development of higher education for the disabled in the construction of“Double First-Class”.
