城市大脑是智慧城市系统的核心和中枢,对于推动城市治理范式的创新和促进高端信息产业的发展具有重要的作用。现阶段,虽然我国在智慧城市和城市大脑的建设运行上有着大量的理论研究和实践探索,具备政策和技术上的优势,但也会带来新的社会和技术问题,譬如,无边界信息流导致的信息安全和隐私等问题。因此,促进城市大脑的自我进化,需在长期的运行实践中积累大量的业务场景和信息资源,从而消解其潜在的缺陷和带来的问题。与此同时,当城市大脑投入运行,原有的管理体制和机制被打破和重组,新的业务场景和组织结构对信息系统将提出更高的和充满不确定性的要求,只有构建开放的技术架构和软件系统生态,才能支持城市大脑的不断发展和演化。

City Brain is the key and center of smart city system, which plays an important role in promoting the innovation of urban governance paradigm and the development of a high-end information industry. At this stage, China has conducted a lot of theoretical research and practical exploration in the construction and operation of smart cities and City Brain, so it has advantages in terms of policy and technology, but this will bring new social and technical problems, such as those relating to information security and privacy caused by boundaryless information flow. Therefore, to promote the self-evolution of City Brain, we need to accumulate a large number of business scenarios and information resources in the long-term operation practice, so as to eliminate its potential defects and problems. At the same time, when the City Brain is put into operation, the original management system and mechanism will be broken up and reorganized, and the new business scenarios and organizational structure will impose higher and uncertain requirements for the information system. Only by building an open technical architecture and software eco-system, can the continuous development and evolution of the City Brain be sustained.
