当前,新一轮科技革命和产业变革方兴未艾,数字化正以不可逆转之势深刻改变人类生产生活方式。城市大脑作为新基建的重要内容,日益成为推动城市治理体系和治理能力现代化的重要抓手。"十四五"发展纲要中"加快数字化发展,建设数字中国"独立成篇,提出分级分类推进新型智慧城市建设,推进城市数据大脑建设,探索建设数字孪生城市。作为推动数字化转型的重要抓手,城市大脑在我国整体上处于发展起步阶段,建议通过构建"四大核心平台",赋能"七大协同场景",实现对城市治理和服务领域的全面覆盖,因地制宜推动城市大脑加快落地实施。

At present, a new round of scientific and technological revolution and industrial change is taking place, and digitization is profoundly changing the way of human production and life. As an important part of new infrastructure construction, City Brain has increasingly become an important starting point to promote the modernization of urban governance system and capacity for governance. In the development outline of the Fourteenth Five-Year Plan, the chapter of "accelerating digital development and building a digital China" proposes to push forward the building of new smart cities by type and level, promote the construction of urban data brain, and explore establishing digital twin cities. As an important fulcrum for promoting digital transformation, City Brain is in the initial stage of development in China as a whole. This article suggests building "four core platforms" and empowering "seven collaborative scenarios" to realize the comprehensive coverage of urban governance and services, and promptly put the City Brain in place according to the local conditions.
