城市大脑建设策源于浙江杭州的“数字治堵”实践,随后拓展至“数字治城”“数字治疫”实践,并实现全国多地的复制推广。城市大脑作为助推城市治理体系和治理能力现代化的数字系统与现代城市基础设施,是一项面向当下和未来的以人民为中心的福祉建设和创新型实践。城市大脑的运作机制可概述为,在公共价值导向下以数字基础设施建设为底座的数据治理和应用推进的双轮驱动。城市大脑促使政府治理发生转变,为其提供了科学、民主的行政决策支撑,助推了精准、高效的行政执行落地,实现了均等、公正的行政权力配置,完善了以人民为中心的公共服务集成。因此,基于当前实践经验,为进一步优化城市大脑建设,从微观来看,数据治理过程需强调效率性和规范化的协调,应用场景推进需实现技术理性和公共价值的平衡,数字驾驶舱设计需做到实战性与个性化的兼顾;从宏观来看,城市大脑建设需做好一体化和全局性的统筹。

The City Brain program originated from the practice of "digital control of traffic jams" in Hangzhou, Zhejiang, and was then applied to the practice of "digital control of the city" and "digital control of epidemics". It was also conducted and extended to many places across the country. As a digital system and modern urban infrastructure that promote the modernization of the urban governance system and capacity for governance, City Brain is a well-being program that puts people first and also an innovative practice geared towards the present and the future. Its operating mechanism can be summarized as being driven by the two "wheels" of data governance and application promotion based on the construction of digital infrastructure under the guidance of public value. City Brain helps to transform government governance, provides scientific and democratic administrative decision support for it, promotes accurate and efficient administrative execution, realizes an equal and fair administrative power allocation, and improves people-centered public services integration. Therefore, in order to further optimize City Brain based on the current practical experience, from the micro perspective, the data governance process needs to emphasize efficiency and standardized coordination, the promotion of application scenarios needs to achieve a balance between technical rationality and public value, and digital cockpit design needs to be both practical and unique;from the macro perspective, the City Brain program needs integration and overall planning.
