康巴地区报复仇杀犯罪的影响因素及其治理对策——基于公安工作视角的思考

Influencing Factors and Countermeasures of Revenge Crime in Kangba Region from the Perspective of Public Security Work

近年来,康巴地区全面实施依法治州战略,着力解决突出的社会治安问题,枪爆隐患、血亲仇杀等专项整治和扫黑除恶、命案围猎等专项行动卓有成效,社会大局更加稳定。但是,社会矛盾的治理与人民日益增长的美好生活需要还存在很多的不适应。以报复仇杀犯罪为例,其影响因素复杂,治理难度大。近年来,公安机关不断探索,攻坚克难,在治理报复仇杀犯罪工作中发挥了重要作用,但治理工作仍然存在诸多层面的问题和短板。对此,公安机关要在各级各部门共同发力、齐抓共治的局面下,积极主动、持之以恒地发挥好自身职能作用,切实防控恶性报复仇杀的发生。

The strategy of governing the state according to law has been fully implemented in Kangba region in recent years,focusing on solving prominent social security problems.Special actions such as hidden danger of gun explosion,blood hatred,anti-gangster and anti-evil,homicide hunting have been effective,and the overall social situation has be⁃come more stable.However,there is still a lot of maladjustments between the governance of social contradictions and the people’s growing needs for a better life.Taking the revenge crime as an example,the influencing factors are complex and the governance is difficult.Although the public security organs continue to explore,overcome difficulties,and play an im⁃portant role in the governance of revenge crimes,there are still many problems and shortcomings in the governance.In this regard,the public security organs should actively and persistently play their own functions with joint efforts and joint gover⁃nance of all levels and departments,and effectively prevent and control the occurrence of vicious revenge.
