建党百年视域下我国社会救助的发展历程

The Development of China's Social Assistance over the Past Century since the Founding of the Communist Party of China:Celebrating the100th Anniversary of the Founding of CPC

中国共产党建立100年来,始终秉持着为人民谋幸福的初心。社会救助作为保障人民基本生活的第一道防线,伴随着中国共产党的建立也在不断成熟和完善。建党初期,在正确分析弱势群体的基础上,党认识到改变工人群众的弱势地位既要进行政治运动,同时也要进行维护工人经济利益的斗争;革命战争和抗日战争时期,苏维埃政府通过拨款对灾民、难民进行紧急救济;新中国成立初期,政府建立了失业救助制度和灾民救助制度,采取各种措施保障建国初期大量失业人员的基本生活以巩固新生政权;改革开放时期为了适应经济体制的转变,我国建立了以最低生活保障、农村五保供养为核心,以医疗救助、住房救助、教育救助为辅的新型社会救助体系。中国共产党基于时代变化对不同时期的社会救助政策进行适时调整,以维系百姓福祉作为根本目标,真正体现了党全心全意为人民服务的宗旨。

Since the establishment of the Communist Party of China(CPC)100 years ago,the Party has always adhered to the concept of seeking happiness for the people.Regarded as the most essential to protect people's basic life,social assistance has also become perfect with the establishment of the CPC.In the early days of the Party,on the basis of correct analysis of vulnerable groups,the Party realized that to change the vulnerable position of the workers,we should not only launch political movements,but also struggle to guarantee the economic interests of the workers;during the revolutionary war and the Anti-Japanese War,the relief objects were clearly defined,and the Soviet government provided emergency relief for victims and refugees through funding;in the early days of the founding of new China,the unemployment relief system and the disaster relief system were established,and various measures were taken to ensure the basic life of large numbers of unemployed people to consolidate the new regime;during the period of reform and opening up,in order to adapt to the change of economic system,China has established a new social assistance system with minimum living security and rural five guarantees as the core,supplemented by medical assistance,housing assistance and education assistance.Based on the changes of the times,the Communist Party of China adjusted the social assistance policies according to situations in different periods,in a bid to maintain the well-being of the people,truly reflect the Party's purpose of serving the people wholeheartedly,and realize Chinese people's dream of a century with 100 years of brilliant achievements.
