转型发展中的开放大学实施老年教育现状评析

On the Implementation of Elderly Education of Open University under the Background of Active Aging

我国人口众多,是世界上较早进入人口老龄化的发展中国家之一。为积极应对人口老龄化,服务国家老龄化战略,广播电视大学在转型发展过程中实施了老年教育,但也面临着老年教育专门立法不完善、社会对老年远程教育认识不足、老年学员远程学习能力较弱、教育经费保障机制不健全等一系列问题。需要进一步加强老年教育法制、体制机制建设,提高老年人数字化、智能化的学习能力。发挥开放大学远程教育技术优势,办好老年开放大学,为构建老有所学的终身学习体系提供支持服务。

China with a large population is one of the developing countries that enters the aging of population earlier in the world.In order to cope with the aging of population and provide service for the national aging strategy,Radio and TV Universities have implemented elderly education in the process of their transformation and development,but they are also faced with a series of problems,such as the imperfect specific legislation for elderly education,the insufficient social understanding of distance elderly education,the relatively weak distance learning ability of the elderly,and the unsound guarantee mechanism of educational fund.Thus it is necessary to further strengthen the construction of legal system and mechanism for elderly education,and improve the digital and intelligent learning ability of the elderly.We should make full use of the technical advantages of distance education of Open University,run the elderly Open University well,and provide support service for the establishment of a lifelong learning system for the elderly.
