摘要 将海绵城市的理念融入河道治理之中,既是河道治理的发展方向,也是海绵城市建设的客观需求。而现阶段,由于系统性实施方案的缺失,许多城市在河道海绵建设方面存在规划落地难、设计碎片化等问题。系统性实施方案上承规划、下启设计,实现从规划到设计的细化落实。因此,制定科学的系统性实施方案是河道海绵建设的一个关键环节。结合南京市河道海绵建设的工作实践,对河道海绵建设系统性实施方案进行了探索。提出了"三个维度四个方面"的新思路:从河道整体、河道区段、具体实施单元3个维度对"水安全""水环境""水生态""水资源"4个方面依次进行问题和需求分析、建设目标确定以及设计策略制定。 Integrating the concept of sponge city into river regulation is the development tendency of river management,which is also the objective demand for sponge city construction.At present,there are some problems in the sponge river construction in many cities,such as the difficulties in implementation and the fragmentated designs.Systematic implementation plan connects the planning to design and provides a scientific solution to the above problems.In this paper,based on the practical work in Nanjing,we explored the way to work out a systematic implementation plan of sponge river construction.A new strategy named“Three scales and Four concerns”(Three scales-river scale,block scale and unit scale;Four concerns-water security,water environment,water ecology and water resources)was proposed.The requirements,goals and methods of sponge river construction were discussed following with this new strategy and then a comprehensive overall design was formed.
