基层公共文化服务体系建设治理要素的实证研究——基于整体性治理的视角

Empirical Study on the Governance Elements of Grass-roots Public Cultural Service System Construction:Based on the Perspective of Holistic Governance

针对公共文化服务体系建设的问题和影响因素,从整体性治理这一视角,以陕西省107个县区层面的统计数据为依据,构建了公共文化服务体系的影响因素模型。从治理环境、治理主体、治理客体和治理工具等方面分析了四类治理要素对陕西省各区县的公共文化服务宏观绩效和微观绩效的影响,实证结果发现:区域经济发展水平对基层公共文化服务建设影响显著;地区城镇化水平与公共文化服务发展水平脱节;公共文化服务发展水平区域差异明显。最后提出以构建科学、系统、高效的陕西省公共文化服务体系为目标取向,加快公共文化服务体系向多元化、法制化、协同化和区域化方向发展的政策建议。

Aiming at the problems and influential factors in the construction of public cultural service system,the paper constructs the influential factors model of public cultural service system based on the perspective of holistic governance and the statistical data of 107 counties and districts in Shaanxi province.Then,the paper analyzes the influences of governance environment,governance subject,governance object and governance tool on the macro-performance and micro-performance of public cultural services in the districts and counties of Shaanxi province.The empirical results show that the level of regional economic development has a significant impact on the construction of grass-roots public cultural services,the level of regional urbanization is out of line with the level of development of public cultural services,the level of development of public cultural services have regional differences obviously.Finally,the paper puts forward some policy suggestions to build a scientific,systematic and efficient public cultural service system in Shaanxi province,and accelerate the development of the public cultural service system to the direction of diversification,legalization,coordination and regionalization.
