管控视角下近郊型县域乡村建设规划编制思考--以南通市通州区为例

Thoughts on Construction Planning Formulation of Suburban Rural Areas from the Perspective of Management and Control--Case Study of Tongzhou District of Nantong City

近郊型乡村地区作为城市空间拓展、产业功能外溢的重要载体,其发展状态往往可集中体现出城镇化进程中乡村发展的各类矛盾和问题,研究破解其规划建设难题具有突出的意义。本文认为,近郊型乡村地区空间管控往往存在“重建设、轻发展”“重片面、轻系统”“重模式、轻特色”等问题,从规划管控视角出发,近郊型县域乡村建设规划应重点关注发展、建设和特色三个方面的管控。从发展管控方面,应划定三条乡村发展红线,引导乡村精明发展;从建设管控方面,应关注三项乡村建设内容,保障乡村建设有序开展;从特色管控方面,应搭建三个特色发展维度,重塑乡村发展内核。

Being an important carrier of urban space expansion and industrial function spillover,suburban rural areas can often reflect various conflicts and problems of rural development in their urbanization progress,which is of great significance to study and solve the problems during planning and construction process.This paper indicates that there are three main contradictions in the spatial management and control of suburban rural areas,including:(1)emphasizing construction while neglecting development;(2)conducting one-sided management and control rather than systematic management and control;(3)conducting patterned management and control rather than characteristic management and control.From the perspective of planning management and control,the construction planning in suburban rural areas should focus on the management and control from three dimensions of development,construction and keeping characteristics.From the perspective of developing management and control,three red lines of rural development should be delimited to guide the smart development of the rural areas.From the perspective of construction management and control,three rural construction elements should be focused on to ensure the orderly implementation of rural construction.From the perspective of characteristic management and control,three characteristic development dimensions should be established to reshape the core content of rural development.
